Regulatory context

What the updated NR-1 requires

Regulatory Standard No. 1 is the legal foundation of all Occupational Health and Safety in Brazil. The 2024–2026 update expands obligations that were previously limited to physical risks to now mandatorily include psychosocial risks.

GRO — Occupational Risk Management

Every company must implement a continuous system for identifying, assessing, and controlling risks, covering physical, chemical, biological, ergonomic and, now, psychosocial agents.

PGR — Risk Management Program

Mandatory document that materializes the GRO: risk inventory, action plan, targets and monitoring. It must include Psychosocial Risk Factors (FRPRT) explicitly and traceably.

Psychosocial Risks (FRPRT)

Work overload, excessive pressure for targets, moral harassment, toxic organizational culture and interpersonal conflicts must be mapped, documented and treated preventively.

Worker Participation

The standard requires active involvement of employees in the risk identification process, with formal consultations and CIPA acting as a structured participation channel.

Right to Refuse Serious Risk

Workers may interrupt activities when they identify a serious and imminent risk to health or safety, without penalty — a right now formally reinforced in the standard.

Records and eSocial

All OHS documents must be kept up to date and consistent with events submitted to eSocial. Fatal accidents and occupational diseases require immediate notification to the authorities.

Service Orders

The employer must instruct workers, through documented service orders, on precautions to prevent accidents and occupational diseases — both physical and mental.

Continuous Review of the GRO

Risk management is not static: it must be reviewed whenever there are changes in work processes, new technologies, internal reorganizations, or changes in applicable legislation.

    Publication of the update to Chapter 1.5 of NR-1, formally including Psychosocial Risk Factors in the GRO and PGR.

    Standard takes effect — adaptation period

    The new wording comes into force. The government grants 12 months of transition, with advisory enforcement and no immediate fines, so companies can comply.

    May 26, 2026
    Full enforcement and fines

    End of the adaptation period. MTE labor auditors begin to cite non-compliant companies. The absence of a PGR covering psychosocial risks creates immediate labor liability.
